- ICC The Internation Code Council. In the fall of 2001, ICC and its founding members, BOCA, ICBO, and SBCCI, agreed in principle to consolidate their operations. ICC’s current and continuing mission is to create consistent, performance-based regulations that satisfy government, industry and public needs and provide for reasonable safety in the built environment. As a consolidated organization, ICC will be dedicated to public health, safety and welfare through the writing and adoption of model building codes and standards - including fire safety.
